Glossary

TermDefinition
CarrierHolder of a carrier licence.
Classification BoardThe body established under the Classification (Publications, Films and Computer Games) Act 1995 that classifies films, computer games and publications for exhibition, sale or hire in Australia.
Data analysisThe science of examining raw data with the purpose of drawing conclusions about that information.
Digital Service StandardA standard that ensures digital teams build government services that are simpler, clearer and faster for all users. All services within the scope of the Digital Service Standard must work to meet the standard. Services are assessed if design or redesign commenced after 6 May 2016.
Emergency Call Service

A call service that includes:

  • Triple Zero (000), the number most Australians will use to call the police, fire or ambulance in an emergency
  • 112—the international standard emergency number, which can be called from a GSM (Global System for Mobile Communications) type mobile
  • 106—the text-based emergency number for people who are deaf, or have a hearing or speech impairment, which can be called from a TTY (teletypewriter).
Enterprise AgreementA written agreement about working conditions and wages made between an employer and its employees.
Fixed lineNetwork in which voice, data or broadband services are delivered over a physical line.
govCMS platformgovCMS is a product provided by the Department of Finance, that gives APS agencies the tools to build, migrate and manage websites. govCMS includes the Drupal-based content management system and accompanying website hosting service. A content management system (CMS) is software that’s used to create and manage digital information.
Mobile black spotA location with poor or non-existent mobile coverage.
National Classification SchemeA cooperative arrangement between the Australian Government and state and territory governments under which the Classification Board classifies films, computer games and certain publications.

NBN Co Ltd (NBN Co)The company established by the Government to build and operate the NBN.
Non-ongoing employeeA person engaged as an APS employee under subsection 22(2)(b) or 22(2)(c) of the Public Service Act 1999.
Ongoing employeeA person engaged as an ongoing APS employee under subsection 22(2)(a) of the Public Service Act 1999.
SpectrumThe span of electromagnetic frequencies used in communications systems.
Universal service obligationThe obligation placed on universal service providers to ensure that all people in Australia, wherever they reside or carry on business, have reasonable access, on an equitable basis, to standard telephone services, including payphones.
Voice-only migration related servicesA program to support the continuity of supply of carriage services during transition to the NBN.
